Dr. Robert Malone: mRNA, informed consent & COVID accountability

His testimony, the regulatory record, documented risks and the limits of broader allegations.

Malone’s 1989 paper with Philip Felgner and Inder Verma documents an early contribution to lipid-mediated RNA delivery. That research establishes relevant experience; it does not by itself validate later claims about a particular vaccine or policy.

What he raised in testimony

His prepared June 2022 Texas Senate remarks call for risk-specific benefit assessments, informed consent and transparent safety data, and allege politicization and suppression of dissent. The official witness list confirms his participation and written submission. Prepared remarks are distinguished here from a verified transcript of delivery.

The September 9, 2025 Senate hearing record lists Malone as an ACIP member at that time and states that he testified in his personal capacity. This identifies the event and historical role, without presenting his statements as an official CDC determination.

Effectiveness: the endpoint matters

Malone distinguishes protection against infection, illness, transmission and severe outcomes. FDA’s March 17, 2021 congressional testimony reported strong trial efficacy against COVID-19 disease while expressly acknowledging uncertainty about transmission and duration. An early disease-efficacy result cannot support a promise that every vaccinated person will avoid infection or onward spread. Conversely, breakthrough infections alone do not establish absence of benefit against severe disease.

A documented safety issue

FDA’s June 25, 2025 labeling update gives estimated unadjusted myocarditis/pericarditis incidence in days 1–7 after the 2023–24 formula: approximately 8 cases per million doses at ages 6 months–64 years, and 27 per million in males 12–24. These are observed incidence estimates, not excess attributable rates or estimates for the 2026–27 formula. Follow-up MRI abnormalities were common in a separate myocarditis cohort; their long-term prognostic meaning remained uncertain.

Assessment: The record supports scrutiny of communication accuracy, subgroup risks and informed consent. The reviewed records do not establish all of Malone’s wider injury or intentional-suppression allegations. Each requires its own clinical or documentary test; adverse-event reports alone cannot establish causation.

Messaging and taxpayer accountability

See the COVID messaging case file for the HHS campaign dispute and campaign spending review for the fiscal evidence. Scientific benefit, truthful messaging and value for public money are separate questions.
