Annual Meetings Put the U.S. Reform Agenda Against a Slower Global Baseline

Treasury Secretary Scott Bessent used the IMF–World Bank Annual Meetings to press a U.S. agenda of growth, fiscal prudence, energy abundance and regulatory modernization, along with sharper IMF debt surveillance and a more focused World Bank. The IMF’s October outlook supplies the harder baseline: it projects global growth of 3.1% in 2026 and 3.4% in 2027, with global inflation easing from 4.7% to 4.1%, using data available through October 1. The Fund still identifies conflict, renewed trade tension, fiscal vulnerability and an AI-related market repricing as downside risks. The contrast is the useful signal: Washington has stated a reform program, while the multilateral baseline remains a forecast conditioned on implementation and vulnerable to shocks—not evidence that growth, debt or affordability outcomes have already been delivered.
